Friona City Manager

Brian Barboza serves as City Manager for Friona with over six years of leadership experience and more than a decade in municipal government, including work with the cities of Silverton, Knox City, Clarendon, and Hereford. He holds a bachelor’s degree from West Texas A&M University, an associate degree in Criminal Justice, and is a Certified Public Manager. Brian has obtained multiple professional licenses and is continuing his certifications. He works closely with council, staff, and the community to support growth and quality of life, and remains actively involved in professional and local organizations while emphasizing service, learning, and community values.

Friona City Secretary

The City Secretary, prepares correspondences, files, and agenda items for Council Members along with scheduling meetings and relaying messages from members of the public.

The City Secretary maintains all official records of the City, supervising municipal elections, and serving as the secretary to the Mayor and City Council.
