For more than a quarter century, Clarence Monroe dedicated his life to serving the people of Friona, Texas. Known for his humility, steady leadership, and unwavering love for his hometown, Monroe helped shape Friona through decades of growth, change, and community pride. His legacy continues to be felt throughout the city he loved and served.
A United States Army veteran and lifelong farmer, Clarence Monroe spent much of his life raising cotton, wheat, and corn while remaining deeply committed to civic service. Before becoming mayor, he served six years on the Friona City Council after being elected in 1977. In 1982, he was appointed mayor and officially began what would become the longest mayoral tenure in Friona history.
From 1983 to 2002, Mayor Monroe served Friona for 20 consecutive years as mayor, helping guide the city through nearly two decades of progress and community development. His calm leadership, accessibility, and commitment to doing what was best for Friona earned him the trust and respect of generations of residents.
Throughout his years of service, Monroe frequently represented Friona at local, regional, and statewide levels. He served as President of Region 2 of the Texas Municipal League, Chairman of the Panhandle Conference of Mayors, and a member of the Panhandle Regional Planning Commission Board of Directors, helping advocate for rural communities and strengthen regional partnerships.
Monroe also served on the Texas Community Development Program Review Committee, where he worked to support infrastructure and economic opportunities for communities across Texas. His leadership reached beyond City Hall, and he was known by state and federal leaders alike for representing Friona with professionalism and integrity.
A strong believer in civic pride and patriotism, Mayor Monroe regularly issued proclamations and encouraged community involvement. In 1996, he proclaimed Loyalty Day in Friona, partnering with local veterans organizations to encourage residents, schools, churches, businesses, and families to proudly display the American flag and celebrate love of country. His military service and patriotism remained an important part of his identity throughout his life.
Monroe’s leadership also touched many important community moments. In 1991, he helped represent Friona in the statewide Fiesta Texas Dirt Roundup, ensuring Parmer County became part of a historic statewide project celebrating Texas communities. In 1998, he signed a proclamation recognizing Excel (now Cargill) Friona’s 30th anniversary, honoring one of the area’s major employers and celebrating local economic success. In 1999, he welcomed guests and community leaders during the groundbreaking of Friona Heritage Estates, supporting new housing opportunities for local residents.
Outside of City Hall, Monroe was deeply involved in civic and agricultural organizations. He served as President of the Friona Little League Board, an officer in the Booster Club, and held leadership roles on the boards of the Friona Wheat Growers, Friona Farmers Co-Op Gin, Parmer County Farm Bureau, and the Friona Junior Livestock Show. He remained active in his church and was widely known for supporting youth, education, and community organizations.
Family was central to Monroe’s life. Alongside his wife, Peggy Monroe, he raised their children while remaining devoted to the Friona community. Friends and neighbors knew Clarence not only as mayor, but as a kind and approachable person who cared deeply about people and took pride in helping others.
In recognition of his extraordinary contributions, Clarence Monroe was honored as Friona’s “Man of the Year” in 2002 by the Friona Chamber of Commerce; the same year he retired after 25 years of public service, including 20 years as mayor. A farewell reception celebrated his remarkable leadership and lasting contributions to the city.
Even after retirement, Monroe remained a beloved figure in Friona. In 2019, he received the Texas Farm Bureau Pioneer Award for his lifelong agricultural contributions and leadership.
Clarence Monroe passed away on August 21, 2023, leaving behind a lasting legacy of service, kindness, and civic pride. His 20 years as mayor remain the longest tenure in Friona history, and the impact of his leadership can still be seen throughout the community.
Today, the Clarence Monroe Community Center stands as a lasting tribute to a man who devoted his life to Friona; a reminder that leadership rooted in humility, service, and love for community leaves a legacy that lasts for generations.
